Owasso's ban is written against spirits, not beer

Owasso makes it unlawful to consume spirits in public, or to be intoxicated in a public place, except on the premises of an ABLE licensee cleared to serve spirits by the drink. Naming spirits rather than alcoholic beverages generally makes it narrower on its face than the Jenks or Broken Arrow versions. Narrower on paper is not permission, so read it before you plan an outdoor pour. Part 3, Section 3-114.

The Community Center and Old Central are both city-owned. Government property falls outside the state's definition of an event venue, so the state service requirement does not reach them and the city's own conditions govern instead. Get those in writing from the city when you book the room. 37A O.S. Section 1-103(25).
