Case Community Center: the whole building, or no alcohol

Serving alcohol at the city-owned Case Community Center requires renting the entire Center rather than a room, because the city wants control of where the drink travels inside it. It also requires a minimum of one million dollars of liquor liability insurance and sign-off from both the Parks and Recreation director and the city manager. The policy counts 3.2% beer as alcohol for all of this. Policy handbook, Section 7.
That handbook covers the Case Center. No city-wide outdoor parks alcohol policy turned up for Sand Springs, and the city is not on Municode, so we could not read a codified ordinance either. Treat an outdoor city site here as an open question and ask before you plan around it.
